رؤية مستقبلية للمدن الليبية بمنظور الخطة الحضرية الجديدة

A future vision for cities represents a fundamental cornerstone in shaping urban policy, as its significance lies in directing urban growth pathways toward a balanced integration of environmental, social, and economic priorities. This study explores the prospective urban outlook of Arab cities through the lens of the New Urban Agenda, launched during the United Nations Conference on Housing and Sustainable Urban Development (HABITAT III) in 2016. The research adopts a descriptive-analytical approach to examine the conceptual and practical frameworks, current urban challenges, and emerging opportunities across the Arab region. It draws upon recent literature, UN reports, and diverse planning models to formulate a comprehensive future-oriented vision aimed at steering Libya’s urban development toward integration, resilience, and sustainability in alignment with the principles of the New Urban Agenda. Furthermore, the study employs deductive and inferential methods to derive applicable, context-sensitive solutions that reflect the unique characteristics of Arab cities while aligning with global urban development trends. The findings underscore the necessity of adopting a multi-dimensional planning model in Libya, grounded in principles of good urban governance, spatial equity, a green urban economy, smart infrastructure integration, community engagement, and the empowerment of local authorities. Keywords: Urban sustainability, future vision, urban planning, human settlements, Arab cities, urban policies.
