INNOVATIVE ASPECTS OF MANAGING THE DEVELOPMENT OF THE WEAPONS SYSTEM UNDER CONDITIONS OF DYNAMIC CHANGE, UNCERTAINTY, AND RISK FACTORS

The article conceptually and methodologically analyzes the main innovative aspects of activities in the military-technical field. It examines approaches to managing the development of the state armed forces' weapons system under modern conditions of dynamic change, the manifestation of factors of uncertainty and risk, and the emergence of problem situations requiring prompt resolution. A comprehensive approach is proposed for use in innovative activities. This approach rationally combines methods and principles of a modified program-target planning methodology for the development of weapons and military equipment with elements of situational analysis and innovation-oriented management. It is designed to ensure the comprehensive technical equipping of the armed forces with advanced combat and support means for armed conflict. The necessity of establishing a situational center is highlighted. The primary functions of this center include continuous monitoring of the situation's status and its changes, detecting early signs of emerging or existing problem situations, and implementing decisions for the prompt neutralization of unfavorable and critical scenarios, as well as resolving arising situations.
