Toolkit for Assessing the Effectiveness of Programs in Healthcare

The reform of the health care system and the allocation of funds for the implementation and achievement of targeted indicators have necessitated the enhancement of the existing methodology established by the Ministry of Health of the Russian Federation for evaluating the effectiveness of the state program “Development of healthcare”. This requirement has led to the development of a comprehensive methodology for assessing the effectiveness of program implementation. This article presents the results of the development and empirical testing of a toolkit designed for evaluating the effectiveness of modern healthcare programs. The proposed methodology facilitates an assessment of the extent to which the objectives of the federal project “Combating Cardiovascular Diseases” are successfully achieved, particularly when compared to the regional program of the Arkhangelsk Oblast, also titled “Combating Cardiovascular Diseases”, within the framework of the state program “Development of healthcare”. The findings derived from this evaluation can serve as a foundation for enhancing state programs, formulating new initiatives, and making evidence-based decisions in the healthcare sector. Such insights are crucial for optimizing resource allocation and improving health outcomes at both fed-eral and regional levels.
