Transparency of budget operations in Ukraine and its implementation in wartime
Introduction. Budget transparency is an essential tool in contemporary public financial management, that ensures efficiency, accountability, and public involvement in the budget processes. Transparency is important for reducing corruption, enhancing trust in authorities and social stability, and assessing the efficiency of expenditures. Problem Statement. The paper analyzes key challenges for budget transparency in Ukraine, exacerbated by Russia’s full-scale invasion. It highlights Ukraine’s decline in international rankings such as the Open Budget Index, PEFA, and SIGMA due to restricted access to budget information and the suspension of standard budgetary procedures during martial law. Purpose. To analyze the transparency of budgetary operations in Ukraine under martial law and to develop recommendations for ensuring budget transparency, based on international practices. Methods. Systematic approach, factual, situational analysis, and synthesis methods were applied to evaluate budget transparency based on international indices and ratings. Results. The article identifies positive transparency practices maintained despite wartime, such as the continued operation of the Prozorro procurement system, the publication of Treasury data, and the launch of the DREAM platform. However, persistent issues include limited access to budget information, low public involvement and insufficient transparency of local budgets. Recommendations are proposed to enhance transparency by improving the regulatory framework, increasing public engagement, strengthening control, and implementing modern IT solutions. Conclusions. Ukraine has made significant strides towards achieving budget transparency. Nonetheless, given the current challenges and the impact of martial law, further actions are needed to enhance regulatory frameworks, strengthen public oversight, and increase public involvement. Particular attention should be given to restoring complete transparency of budget information and implementing innovative digital tools.
