Party Building as the Leading Force: Integrating Five-Link Collaboration to Empower Rural Revitalization-A Case Study of Wencheng Academy of Agricultural and Forestry Sciences

Rural revitalization is the primary strategy for the "three rural issues" (agri-cul-ture, rural areas, and farmers) in the new era, while Party building serves as the fundamental guarantee for its realization. Located in the mountainous re-gion of southwestern Zhejiang, Wencheng County faces natural resource limita-tions but has demonstrated an effective model of development transformation. This paper explores how Wencheng Academy of Agricultural and Forestry Sci-ences, jointly established by Wenzhou Vocational College of Science and Tech-nology and Wencheng County, utilized the mechanism of Party building leader-ship to build an integrated service system of "technology empowerment + talent co-cultivation," successfully creating a replicable path for rural revitalization. Through systematic analysis of organizational innovation, platform building, technological breakthroughs, and community engagement, this case provides practical insights into how red (Party-led) development drives green (sus-taina-ble) growth in mountainous areas, offering a vivid sample for rural revi-taliza-tion in underdeveloped regions.
