Capabilities and abilities of citizens with disabilities: results of a survey within the framework of the state Accessible Environment program

Introduction. The research topic is relevant, since understanding public opinion helps identify the barriers faced by people with disabilities and develop strategies for their integration into society. Moreover, the analysis of opinions can help identify and destroy stereotypes about people with disabilities and form a more positive perception of their capabilities and abilities. The article aims to analyze the population’s opinions on the capabilities and abilities of citizens with disabilities (obtained in the survey within the framework of the state Accessible Environment program). Materials and methods. The survey was conducted in November 10 to November 25, 2024 in Voronezh Oblast at College of Voronezh Institute of High Technologies (Russian Federation) and involved 1000 people (55.3% male, 44.7% female). Methods of mathematical statistics: correlation analysis (according to Spearman); Principal component analysis (with varimax rotation). KEYWORDS Research results. Analysis of data obtained shows that at the time of the survey, 70.4% of respondents (including 38.2% men and 32.2% women) treat people with disabilities as ordinary people, recognizing their skills, merits, and abilities. The results revealed that those who treat people with disabilities as ordinary believe that they can more successfully engage in work at ordinary enterprises or study at educational institutions, and those who have daily experience of communicating with people with disabilities tend to be friends with them and are ready to help them. Conclusion. At the moment, unfortunately, not all the conditions for creating a barrier-free environment for people with disabilities in different countries and regions are met – in spite of certain achievements in this area, much still needs to be changed and improved. Creating a barrier-free environment requires an integrated approach and joint efforts of the state, business and society. Despite the existing difficulties, it is important to continue working to improve accessibility and inclusion for everyone
