Honesty and Thievery of Officials to Smallholders of the Central Chernozem Region from the Second Half of 17th to the Middle of 19th Century

In the example of the seizures of one-courtyard peoples lands of the Central Chernozem region from the second half of 17th to the middle of 19th century, the author reveals such opposite spiritual qualities of officials as thievery and honesty. In the article, the author first describes the general principles of the abuses of the bureaucracy. Then the researcher comes to the conclusion that it is impossible to talk about the general viciousness of the management system because it is the internal spiritual struggle of each individual official with his various passions.
