Development of supplier evaluation framework for resilient and sustainable humanitarian supply chains

Purpose The escalating frequency and complexity of global humanitarian crises, such as the COVID-19 pandemic and geopolitical conflicts, highlight the need for resilient and sustainable humanitarian supply chains. This study aims to identify the supplier evaluation criteria and develop a comprehensive supplier evaluation framework that enhances the resilience and sustainability of supply chains in humanitarian organisations (HOs). Design/methodology/approach The research uses a mixed-methods approach, integrating an inductive ground theory for data collection and semi-structured interviews with 21 humanitarian procurements to gather insights on current and ideal supplier evaluation criteria. The experts represented various types of HOs, ensuring a comprehensive perspective on supplier evaluation practices in both emergency and non-emergency procurement contexts. Data were analysed using thematic content analysis to identify key challenges and opportunities for improvement in supplier evaluation practices. Findings The analysis of the interviews produced two lists of supplier evaluation criteria (SEC): the “As-Is” SEC, which reflects current practices, and the “Should-Be” SEC, representing desirable practices for enhancing resilience and sustainability in humanitarian supply chains. The findings highlight the need for a more structured and comprehensive approach to supplier evaluation, which can improve procurement practices and ultimately enhance the effectiveness of humanitarian operations. Originality/value The research proposes a multi-criteria supplier evaluation framework that balances economic, resilient, social, and environmental aspects, aiming to bridge the gap between current practices and the ideal state for sustainable and resilient humanitarian supply chains.
