Emergency threats and aspects of strategic risk management in the Georgian healthcare system

Considering the geostrategic, ethno-demographic and physical-geographic characteristics, Georgia is located in a highly unstable region, and 20% of the country's territory is occupied by Russia, from which there is a constant threat of further military aggression. Coordinated actions of state and non-state organizations are of particular importance in various emergency situations, including war, for timely and effective medical assistance to wounded, injured and sick civilians and military personnel. Many countries have risk planning and response mechanisms in place to identify opportunities out of uncertainty and drive realisation-oriented, proactive management. For this purpose, special legislation, guidelines, manuals and educational programs for various levels of managerial personnel have been developed. The purpose of our paper is to study the aspects of current risk management approaches, relevant legislation and personnel readiness in the Georgian healthcare system. The paper identifies gaps in interdepartmental strategic coordination and presents relevant recommendations for further scientific and practical work.

Abstract

Considering the geostrategic, ethno-demographic and physical-geographic characteristics, Georgia is located in a highly unstable region, and 20% of the country's territory is occupied by Russia, from which there is a constant threat of further military aggression.
