Enhancing the Organizational Evaluation Capacity of NGOs: Results of a Quasi-Experimental Study

Purpose: Despite increased emphasis on evaluation capacity at the organizational level, limited empirical evidence exists to examine the effectiveness of program evaluation capacity building (PECB) in improving NGOs’ organizational evaluation capacity. In our study, we sought to evaluate the second phase of the Jockey Club Monitoring, Evaluation, and Learning Institute Project, a PECB initiative in Hong Kong. Method: A pretest–posttest quasi-experimental design was adopted to analyze outcomes among 429 participants in training ( N = 188) and comparison groups ( N = 241) using multivariate repeated measures analyses of covariance. Results: The training group showed greater improvements in all three core aspects of organizational evaluation capacity—organizational evaluation readiness, organizational evaluation infrastructure, and organizational evaluation utilization—than the comparison group, with organizational evaluation readiness showing the most substantial improvement. Discussion: Those findings demonstrate PECB's positive impact on NGOs and have theoretical and practical implications for researchers and evaluators.

In our study, we sought to evaluate the second phase of the Jockey Club Monitoring, Evaluation, and Learning Institute Project, a PECB initiative in Hong Kong.
