APPLICATION OF SWOT ANALYSIS IN STRATEGIC DEVELOPMENT PLANNING OF THE OLEKSANDRIIA TERRITORIAL COMMUNITY
The development strategy of the Oleksandriia community is currently absent, therefore a SWOT analysis is being used for its strategic planning. Considering the new challenges of martial law, the SWOT analysis identified the community's characteristics that: represent strengths distinguishing it among other communities in Ukraine; reflect weaknesses that highlight existing problems; positively influence the development of land relations, as well as economic, environmental, and social spheres, serving as opportunities for growth; negatively impact the same spheres and pose threats under martial law conditions. Like threats and opportunities, some weaknesses and strengths are characteristic, even typical, for other communities in Ukraine. At the same time, opportunities and threats largely depend on uncertainties related to resisting the armed aggression of the Russian Federation. Based on pairwise combinations of the community's characteristics, possible development directions were determined and reflected in the SWOT analysis matrix. If the armed aggression of the Russian Federation ceases, the community's strengths will be reinforced, and the impact of weaknesses will be reduced. Conversely, an escalation of aggression will critically weaken the strengths and amplify the threats. Development scenarios that are most anticipated in the current conditions of the Oleksandriia community have also been developed. The optimistic scenario envisages the development of a comprehensive spatial development plan, the construction of a solid household waste processing plant. An unfavorable scenario involves significant problems with financing, the possibility of the territory of the community falling into the war zone.
