PUBLIC-PRIVATE PARTNERSHIP AS A TOOL FOR SUSTAINABLE DEVELOPMENT OF TOURISM IN KAZAKHSTAN

This article is devoted to the consideration of the features of tourism development in Kazakhstan based on the use of public-private partnership (PPP) mechanisms. PPP is an effective mechanism for sustainable tourism development, aimed at combining the resources and competencies of the public and private sectors. This tool allows the implementation of tourism projects that require significant investment, as well as the improvement of infrastructure and service quality. Tourism, as an industry, has enormous potential in terms of resources and their management, but at present, this sector has low investment attractiveness. The article analyzes the key features and mechanisms of PPP in the tourism sector, and conducts a comparative analysis of its application in Kazakhstan and abroad. It presents statistical data reflecting the dynamics of tourism development in the country in recent years, and identifies the main obstacles to the growth of the industry: insufficient infrastructure, seasonality, lack of investment and qualified personnel. Based on the study of international experience, practical recommendations are proposed for activating PPP mechanisms in Kazakhstani tourism. The need to improve the regulatory framework and increase the transparency of the investment environment for effective interaction between the state and business in the tourism sector is substantiated.
