The system of state orders plays an important role in forming an effective investment base, supporting the stability of the economy, and consolidating significant capital to solve important problems in the economic life of each state. In modern conditions, the ongoing economic changes in Russia against the background of sanctions from Western Europe and the United States and the withdrawal of a large number of foreign companies from the market have led to unfavorable processes in the country's economy. Therefore, it is the state authorities that play the main role in leveling the negative consequences in the field of trade and economic relations, searching for various methods aimed at supporting new suppliers of goods in the current crisis. In this regard, the study of the historical and legal experience of regulating the institution of state orders is of great importance, as it will allow us to trace its continuity in the modern context. Purpose. The purpose of the study is to identify the patterns of legal transformation of the institution of public procurement, methods of its regulation, and characteristic features of contractual relations in the post-reform period. Methodology. The state-legal regulation of public procurement is studied from the perspective of the historical and legal method in jurisprudence. Results. The modernization of the public procurement system in the post-reform period met, first of all, the requirements of the country's trade and economic situation, the expansion of capitalism, and the rise of industrial production. Conclusion. It is stated that the legislative framework has been improved and its more detailed regulation in the field of government orders, which indicated a direct interest on the part of the state in connection with a tangible replenishment of the budget for executed government contracts.
