Fishing Village Regeneration Project to Reconsider the Identity of Disappearing Fishing Villages Public Design Element Proposal Research

As the population declines and aging develops rapidly, the extinction risk of fishing villages is becoming increasingly serious.Accordingly, the government has been promoting various fishing village revitalization projects, including the Fishing Village New Deal 300 project. These projects are efforts to restore vitality to the region.Still, in the process, many design development projects that did not consider the region's characteristics were carried out, resulting in the regional loss of its unique environment and meaning. To solve these problems, this study aimed to derive public design elements that could enhance local identity during the fishing village regeneration project and to review the appropriateness of those elements.Through this, we sought to suggest the direction of future public design development.Public design and local resource elements were selected through prior theoretical research and fieldwork around Ando Port in Sacheon City.Local resources were broadly classified into natural/landscape, historical/cultural, and industrial/human resources, which were divided into five public design areas.Standards for investigating appropriateness were derived by mapping with public design elements included. We identified important competitive elements and limitations in performing public design for local regeneration projects by conducting an FGI survey according to the relevant standards. As a result of the verification, it was concluded that the public design elements derived could provide meaningful direction in establishing local identity. However, this study was based on the simple result of population extinction in fishing villages and proceeded with only narrow elements of public design, so it had the limitation of suggesting a direction in a rather general scope.Accordingly, more comprehensive research is needed in the future. The significance of this study is to present theoretical and practical approaches and standards necessary to establish local identity in the implementation of public design in the foundation-building stage of domestic fishing village regeneration and revitalization projects.
