PROSPECTS OF PROVIDING UKRAINIAN AGRICULTURAL PRODUCERS WITH MINERAL FERTILIZERS IN CONDITIONS OF INSTABILITY

Topicality. As a resource for ensuring the effective economic activity of agricultural producers, mineral fertilizers are strategically important in maintaining the country's food security, especially in war and post-war periods. The high economic significance of the development of the agro-food complex of Ukraine determines its importance. However, today, ensuring the functioning of the fertilizer market is not institutionally regulated, does not fully meet the conditions and challenges of wartime, and requires additional research. Aim and tasks. The article aims to identify institutional problems in providing mineral fertilizers for agricultural production processes of growing agrarian products and to develop proposals for improving institutional regulation of the relevant market in the war and post-war periods. Materials and methods. The theoretical generalization of scientific works and methodological approaches in the field of fertilizers, as presented in fundamental and applied publications, along with the analysis of current legislation regulating legal relations between fertilizer manufacturers and state regulatory policies in this market, constitute the informational and methodological foundation of this study. Systemic, structural-logical, and comparative analysis methods were employed to address the research objectives. Research results. The study identified institutional problems in using fertilizers in agricultural production, including imperfection of mechanisms for state support of technological processes for producing agrarian goods and lack of state regulation of the production and sale of mineral fertilizers. An analysis of mechanisms for state support of the fertilizer market was conducted. Conclusion. The scientific novelty of the study lies in the development of theoretical principles for enhancing institutional regulation to govern state provision of mineral fertilizers as an essential raw material for agricultural production. This is particularly relevant for developing the fertilizer market amid security risks and internal transformations, addressing strategic restoration tasks during wartime and post-war periods. The practical significance of the findings is determined by the potential application of the study’s scientific and applied principles by authorities at various levels to improve regulatory mechanisms for the fertilizer market under conditions of economic instability.
