The article examines the state monitoring of hazardous processes and phenomena in the cryolithozone and the cryosphere as a whole, the formation of negative conditions for the emergence and development of emergency risks as the main scientific and managerial mechanism for preventing a number of natural and man-made emergencies. The review provides an overview of some of the main processes in the cryolithozone, related emergencies of a natural and man-made nature, and a framework analysis of the activities of interested agencies involved in monitoring the geological environment – participants in the unified state emergency prevention and response system, as well as other possible regulatory actors. Special attention is paid to the importance of the studied processes and phenomena, and related regulatory mechanisms in the context of socio-economic economic activity in the territory occupied by permafrost, primarily for the integrated development of the Arctic zone of the Russian Federation.
