THE ANTIEPIDEMIOLOGICAL CODE OF THE RUSSIAN FEDERATION: FROM THE QUARANTINE STATUTE OF 1832 TO THE CODIFICATION OF MODERN LEGISLATION IN THE FIELD OF EPIDEMIOLOGICAL SAFETY OF THE POPULATION

The historical stages of the formation of a unified anti-epidemic policy of the Russian state are analyzed: from disparate princely, royal and imperial decrees to the Quarantine statute of 1832. In the course of the research, attention is paid to such aspects of the state anti-epidemic policy as the organization of quarantine measures, sanitary and anti-epidemic measures and social policy aimed at material support of the population in the epidemic. A comparative legal analysis of the anti-epidemic norms enshrined in the Quarantine statute of 1832 is carried out, with the content of regulatory legal acts adopted by the state authorities of the Russian Federation during the period of countering the COVID-19 pandemic. It is concluded that the Quarantine statute of 1832 laid the foundations for many modern anti-epidemic standards and measures. The draft Antiepidemiological code of the Russian Federation is proposed as a historically justified continuation of the systematization of antiepidemiological legislation of Russia.
