Development of LNG in Sub Saharan Africa: Challenges, Growth and Opportunities
Abstract The main objective of the study is: To investigate the challenges, growth prospects, and opportunities in the development of Liquefied Natural Gas (LNG) in sub-Saharan Africa. The study focuses on identifying and analyzing the economic, environmental, geopolitical, societal, and technological risks that have contributed to the slow pace of LNG development in the region. It covers multiple case studies of LNG projects across sub-Saharan Africa. The methodological framework involved literature review and multiple case study of LNG project. Literature Review: A comprehensive review of existing literature on LNG development in sub-Saharan Africa. Analysis of multiple case studies of LNG projects across the region to identify key challenges and opportunities. Identification of major factors hindering LNG development, including fluctuating LNG prices, political instability, terrorism, rising government expenditures, regulatory frameworks, and local content requirements. Recognition that despite these challenges, increasing LNG exports could have positive effects, such as stimulating the regional gas market, promoting industrialization, enhancing power generation, and supporting the energy transition and decarbonization efforts. The study concludes that the success of future LNG projects in sub-Saharan Africa will depend on the collaboration between operators, suppliers, and governments. Key to this success is ensuring adequate funding, creating robust regulatory frameworks, and maintaining a stable socio-political environment that is conducive to investment. The study adds value by providing a comprehensive analysis of the multifaceted challenges facing LNG development in sub-Saharan Africa and offering insights into how these challenges can be mitigated through strategic collaboration. The emphasis on the potential role of LNG exports in driving industrialization, power generation, and energy transition in the region is a forward-looking perspective that could inform future policy and investment decisions.
