Green Recycling in Offshore Decommissioning: The Legacy of BJSA Field and Fluminense FPSO
Abstract Bijupirá and Salema (BJSA) are offshore fields in the Campos Basin of Brazil, approximately 250 km (155 mi) east of Rio de Janeiro in up to 800 meters of water. The fields were discovered in 1990 and acquired by Company in 2002. The Fluminense FPSO, originally the Ex-Sahara ULCC from 1973, was converted in 2001 and began production in the BJSA field in late 2003, utilizing 22 production and injection wells. After 18 years of valuable production, operations ceased in November 2021, and the FPSO was safely transported to a recycling yard in August 2024. The Cessation of Production (CoP) occurred in November 2021 and the FPSO was safely transported to the recycling yard in August of 2024. Throughout the entirety of the decommissioning project, the team adhered to the guiding principle: "Safely and responsibly conclude the legacy of the BJSA field and Fluminense FPSO while protecting Value and Reputation." This paper discusses the objectives and challenges of implementing "Green Recycling" as an International Oil Company (IOC) in Brazil. It emphasizes the commitment to ensuring the safety and respect of both people and the environment, positioning this project as a model for responsible ship recycling, a practice historically viewed negatively by ship breaking NGOs.
