EU and OSCE activities in the field of human rights protection: current challenges and development prospects

The article is devoted to a comprehensive analysis of the role of the European Union (EU) and the Organization for Security and Cooperation in Europe (OSCE) in the European system of human rights protection. The main regulatory and institutional mechanisms that ensure the observance of human rights in the European space are examined. The differences in the approaches of these organizations are considered: the OSCE focuses on preventive measures, monitoring and diplomatic influence, while the EU uses regulatory and legal mechanisms and sanctions policy to exert coercive influence on human rights violators. Special attention is paid to the EU sanctions policy, its effectiveness and challenges, such as coordination of decisions between member states, the possibility of circumventing sanctions through third countries and the lengthy process of their adoption. The OSCE activities in the field of monitoring the human rights situation are analyzed, in particular the work of the Special Monitoring Mission in Ukraine. Problems of coordination between the OSCE and the EU are outlined, which may reduce the effectiveness of their influence in crisis situations. The article also proposes a number of reforms aimed at improving human rights protection mechanisms, in particular, strengthening the EU sanctions policy, expanding the OSCE mandate, improving observation missions and coordination between organizations. The prospects for further interaction between the OSCE and the EU are highlighted, which will contribute to strengthening the international legal protection system and a more effective response to human rights violations in Europe. The conclusion is made that, despite certain shortcomings and challenges, the OSCE and the EU play a key role in ensuring human rights in Europe, and their further interaction and reform can significantly increase the effectiveness of the international human rights protection system.
