Inequality in the realization of human rights in the conditions of digital transformation

The equality of all people in their rights, guaranteed by the norms of the Fundamental Law of Ukraine, implies the need for relevant provision by public authorities of equal legal opportunities, both material and procedural in nature, for the implementation of personal, political, economic, social and cultural rights that are the same in content and scope, in the conditions of digital transformation. However, the pace of development of digital technologies leads to inequality in the implementation of human rights of a certain category of persons in various spheres of life (for example, making payments for electronic services, obtaining information from registers, sending an electronic appeal, submitting an electronic petition, etc.), which is caused by the lack of necessary digital skills.
