Iraqi University Libraries Instructions No. (92) Of 1995 and the Possibility of Advancing Them to a Comprehensive Legislative System

The Iraqi University Libraries Regulations No. 92 of 1995 serve as the primary legal framework for organizing university library operations. However, they have become outdated and are no longer capable of keeping pace with rapid technological and intellectual advancements. This study highlights the growing gap between these regulations and the evolving needs of modern university libraries, particularly in light of digital transformation and the expanding diversity of library services. The study aims to analyze the limitations of the current regulatory framework and identify the key factors that necessitate its development into a comprehensive legislative system. It proposes a holistic legal framework designed to enhance the efficiency and quality of library services, aligning them with contemporary academic and research demands. The research employs a critical analytical methodology to assess the existing regulations and is supported by practical recommendations for implementation. The expected outcomes include the formulation of a modernized legislative structure that promotes sustainable development and reinforces the role of university libraries as fundamental pillars of academic progress in the digital era.
