The role of the pre-revolution government debt in the context of international financial sanctions against Russia

This article summarizes the experience of Russia and foreign countries in managing public debt. Today, there is a demand for approaches that, in the context of high military expenditure, allow for the optimization of debt securities issuance. The study presents the information on past debt crises, as well as the general features of the international legal resolution of debt conflicts after the First World War and the potential course of such negotiations after the special military operation in Ukraine.
