Analysis of the project environment for the development of alternative strategic solutions using the DIY4Change method

In a democratic state, civil society, through its institutions, actively influences the development of policy by government institutions, controls their public activities aimed at implementing the policy, and in fact encourages officials to serve the interests of citizens. This leads to the need to study management processes in decision-making that arise when making alternative strategic decisions in the public sphere. Consequently an effective methodology is essential to develop, analyze the project environment and forecast alternative options in the process of developing strategic decisions. DIY4Change and the digital toolkit will be an effective method for government officials and nongovernmental organizations to strengthen public participation in decision-making at all levels of strategic planning. The practical implementation of the DIY4Change method is a range of innovative methods and digital tools that complement them and allow: assessing the needs and selecting participants for the event according to the criteria, digital component, development, analysis and forecasting of solution options, which can be applied both offline and online and adapted to the needs of a particular audience and the relevant topic of the event. The article presents the implementation of the DIY4Change methodology, using the example of the Council of Europe's innovative CivicLab methodology, which is used during consultations with public sector entities and introduces standards for their digitalization in the course of developing proposals for the action plan of the National Strategy for Civil Society Development in Lviv Oblast for 2020. Thus, through the implementation of the DIY4Change method and the introduction of its standards in practical methods, effective strategic decisions replace formal decisions. The DIY4Change method allows analyzing the project environment to ensure a proper process for developing quality proposals. This ensures effective implementation of the decision-making process in public policy at the national, regional, and local levels.
