User Utility in Tiered Spectrum-Shared Markets
Underutilization of wireless spectrum often arises from its exclusive and non-shared use, leading to poor service experiences for customers across different regions. Operators hesitate to share resources due to licensed access and business competition, necessitating incentives to encourage sharing across various tiers of the wireless spectrum. Sharing can improve service quality and enhance spectrum utilization efficiency. Adherence to sharing among tiers can boost end-user utility in markets where spectrum sharing is encouraged, such as the Citizens Broadband Radio Service. This research aims to analyze, compute, and assess user utilities by utilizing cell tower and antenna locations from public databases such as OpenCellID for a tiered, spectrum-shared market where operators can be incentivized to share.
