FEATURES OF DEVELOPING A DEVELOPMENT STRATEGY FOR A CITY WITH A MILLION PEOPLE (ON THE EXAMPLE OF THE CITY OF CHELYABINSK)

The paper examines the specifics of the strategy of socio-economic development of Chelyabinsk until 2035, which includes the results of the previous stage, strategic goals and objectives, as well as the main directions of the city’s development. Special attention is paid to environmental and spatial factors, as well as the introduction of digital and engineering solutions within the framework of the Smart City concept. An important element of the strategy is the integrated development of territories, stimulating the transformation of depressed industrial zones and improving infrastructure. The priorities are new industrialization, the creation of a federal center for environmental competencies, the promotion of the city’s tourism brand and improving the quality of life of the population. In the future, the creation of a special economic zone is being considered to attract investment and improve the business climate.
