Theoretical approaches to the phenomenon “cyber diplomacy”
As dependence on the Internet and computer technology increases, state interests increasingly intersect with cyberspace. Cyber diplomacy can serve as an important tool through which states can cooperate to establish cyber norms in response to cyber threats and vulnerabilities. To take full advantage of this tool, however, states must resort to the use of cyber diplomacy, integrate it into their structures, and work to overcome the new challenges it poses. The purpose of this article is to highlight the main conceptual-theoretical approaches with reference to the “cyber diplomacy” phenomenon. Also, this paper provides an overview of cyber diplomacy, emphasizing the need for its use in the conditions where we are present with a multitude of attacks and vulnerabilities present in cyberspace.
