Migration security and legal measures to ensure it in the Russian Federation

The article discusses topical problems in the field of ensuring the security of the administrative order in the Russian Federation related to migration flows in the context of modern threats and challenges, the increase in the number of illegal migration registration, and the negative trend associated with an increase in the indicators of migration crimes. The purpose of the study is to solve the problems of ensuring the security of the administrative order in the modern conditions of international life by effectively countering crimes related to the violation of migration activities. Materials and methods. Achieving the goal of the research involves the use of general scientific, special scientific research methods. The assessment of the effectiveness of the measures taken is based on statistical and sociological methods of research. Results. Improving measures to counter crimes related to violations of migration activities at the international and national levels is aimed at ensuring the security of the established administrative order in the Russian Federation and is one of the priority areas in conditions of modern threats and challenges. Prevention of this type of crime actualizes the build-up of knowledge in the field of scientific understanding and the development of proposals for optimizing measures of individual, general and special prevention of crimes against the administrative order. Proposals have been developed to improve the effectiveness of new trends in criminal policy aimed at improving criminal law and law enforcement. Findings. In the course of consistent activities to ensure the security of the established governance procedure, further modernization of the legal framework and strategic planning measures is required. It is determined that in the process of developing legal means of countering crimes against the administrative order, attention should be paid to the consolidation and coordination of administrative, regulatory, informational, organizational and practical resources that ensure the implementation of general and special preventive measures for the prevention of crimes related to the violation of migration activities.
