Hegemoni Pemerintah Dalam Kebijakan Penghentian Izin Reklamasi Pantai Teluk Utara Jakarta Berdasarkan Teori Antonio Gramsci

This research explores the government's use of hegemony in the policy of terminating reclamation permits on Jakarta's North Coast with reference to Antonio Gramsci's theory of hegemony. The research focuses on Governor Anies Baswedan's decision in 2018 to revoke the reclamation permit that had previously been granted. The research approach applied is a normative legal approach, which involves the study of legal documents such as Governor Regulations, Presidential Decrees, and Regional Regulations, as well as related academic literature. The research analysis was limited to the North Coast of Jakarta and the 2018 permit revocation policy period to avoid broad generalizations and ensure detailed analysis. The results show that the government utilizes power not only through coercive actions, but also through ideological and media influence to gain public support and control public opinion. The findings provide insights into how government policies in the environmental field can be influenced by power dynamics and the importance of public participation in the decision-making process.ABSTRAKPenelitian ini mengeksplorasi penggunaan hegemoni oleh pemerintah dalam kebijakan penghentian izin rehabilitasi di Pesisir Jakarta Utara dengan mengacu pada teori hegemoni Antonio Gramsci.
