METHODOLOGICAL STUDY OF THE HUMAN DEVELOPMENT INDEX IN THE CONTEXT OF THE REGIONS OF KAZAKHSTAN

In the article, in order to determine the components that affect human capital, modeling using the principal components method is carried out. This method allows you to structure indicators that reflect the conditions of formation and accumulation. Based on the dynamic analysis of the human development index, a quantitative assessment of the level of human capital at the meso level was carried out. This process is proposed to be interpreted as a dynamic decrease in the cost of human capital and a decrease in its level of development at the individual level.
