Análisis de la desproporcionalidad del reparto de poder entre territorios. Caso del Parlamento de Cataluña
The representation of Catalan citizens in the Parliament of Catalonia corresponding to four constituencies that correspond to the four provinces of the Autonomous Community is analyzed. According to the principle “one person, one vote” or “one representative for the same number of people represented”, a significant bias is observed between the current distribution of power between territories, derived from the application of the current electoral system, and the distribution resulting from applying the principle of proportionality by quotas of power based on the number of inhabitants of each constituency. Various methods (Hamilton, Adams, Dean, Hill, Webster, Jefferson and the Belgian method) recognized by the academic community for the distribution of seats in a chamber of representatives are applied and the results offered by these are compared with the current representation of citizens in the Parliament of Catalonia.
