Situational professional profile of the deputy head of a regional state medical organization.

Background. The introduction of innovative approaches to the organization of medical care for the population leads to an expansion of the range of tasks, responsibilities and management functions of deputy heads of medical organizations. In this regard, it seems relevant to present an expanded version of a situational Professional Profile, as a composite character of the deputy head of a regional medical organization, using the method of sociological survey, which has become widespread due to its accessibility and high adaptability. Purpose of the study is to form a situational Professional Profile of the deputy head of a regional state medical organization. Materials and methods. The study involved 116 deputy heads of 58 medical organizations in the regional center and municipal districts subordinate to the regional Ministry of Health. The methods of sociological survey, descriptive statistics (tabular procedure and graphical method, the design method of statistical indicators, method for calculating the asymmetry ratio and coefficient of excess) and the analytical method were used. Results. The majority of deputy chief physicians were in the age group of 30 to 50 years (56,03%), the ratio of men to women is 1:3. 82,08% of deputy heads of medical organizations have a total years of service in healthcare of more than 15 years. In the administrative center, more than half of the deputy head physicians are individuals whose length of service in this position does not exceed 5 years (50,67%), in medical organizations of municipal districts their share is 29,96% less. 78,51% of respondents have higher medical education, among them, 88,10% have higher medical education in the specialty «general medicine». 21,49% of respondents have higher education in «non-medical» specialties. Significant differences were found between the comparison groups in the distribution of position names of deputy heads of medical organizations: the shared variance for official capacities of medical organizations in the regional center is 106,999 (As= –2,29034; ex=4,465588) for official capacities of medical organizations in municipal districts – 123,7835 (As= –1,318542; ex=3,80768). Among all official capacities of deputy heads of medical organizations, typical positions are in the lead (86,11%). Findings. The situational Professional Profile of the deputy head of a regional state medical organization includes the following components: age, gender, level of education, work experience, official capacities segmentation. Deputy head of a regional state medical organization is a woman under 50 years of age; with higher medical education in the specialty «general medicine» or higher education in «non-medical» specialties; with a total years of service of more than 15 years, with a greater contribution of the length of service in the position held up to 10 years for deputy heads of medical organizations of the regional center, and a greater contribution of the length of service in the position held over 10 years for deputy heads of medical organizations of municipal districts. The component «official capacities segmentation» is represented by high variability and pronounced asymmetry of job titles, more pronounced for the positions of deputy chief physicians of medical organizations of the regional center; the prevalence of typical positions in the management structure.
