Matrix of the ecosystem of municipalities in the Krasnoyarsk Territory for 2019–2023.
Topicality. The Krasnoyarsk Territory, as one of the largest subjects of the Russian Federation, has a significant administrative-territorial diversity, which affects the state of public health and the organization of health care. The existing methodologies for the development of municipal programs for the promotion of public health have shortcomings, including the lack of a universal index for assessing the state of health at the local level. The purpose: development of unified tools for assessing the state of public health in the municipalities of the Krasnoyarsk Territory, which allows taking into account socio-territorial features. Materials and methods. The study was conducted on the basis of data for 2019–2023 for 57 municipalities of the Krasnoyarsk Territory. Statistical methods of data analysis were used, including factor analysis and correlation-regression analysis. Two indices have been developed: the Universal Municipal Health Coverage Index (UWOMSMO) and the Integral Alcohol Situation Index (IIAS). Results. A matrix of the public health ecosystem has been developed, which makes it possible to visualize the health status of the population on the basis of two indices: IWOSMO and IIAS. Significant changes in the distribution of municipalities into groups were identified between 2019 and 2023, which indicates a deterioration in the socio-economic situation in a number of districts. Findings. The Public Health Ecosystem Matrix is an effective tool for assessing the health status of the population, identifying problems and developing targeted programs. It allows you to quickly respond to changes, identify the weaknesses of municipalities and develop strategies to improve the health of the population.
