Coastal Planning Based on Mangrove Conservation with an Integrated Coastal Zone Management Approach: Study Case of Cianjur Regency
Abstract Cianjur Regency on the southern coast of Java Island has prominent coastal resources. In contrast, coastal communities face challenges due to poverty, natural disasters, and environmental degradation, which also threaten the sustainability of the coastal ecosystem. Developing the mangrove ecosystem through the Integrated Coastal Zone Management (ICZM) as a holistic/comprehensive approach to address economic and ecological challenges in the coastal areas to achieve resilience and sustainability. Currently, local communities have not utilized mangroves to their maximum potential. Hence, 17 coastal villages in the southern part of Cianjur Regency were planned to use the Double Diamond Design Process (DDDP) method. The ICZM is used to derive planning elements and synthesis. This method and framework are utilized to address regional-scale problems related to the economic and ecological vulnerability of coastal zones in an integrated manner. The zoning plan contains analysis and detailed planning focusing on mangrove ecosystem development for each village. Optimal spatial planning requires a comprehensive land suitability assessment, which can be achieved if a thorough knowledge of land suitability characteristics supports the process. Meanwhile, integrated coastal spatial planning can be achieved if the ICZM’s objectives in institutional integration and human resource management, natural resource conservation, and responsible resource utilization can be met.
