Research on the Generation Mechanism of Policy Pilot Effectiveness in the Perspective of Grassroots Innovation—Taking Xiaoshan District’s “Strengthening Society and Benefiting the People” Reform Pilot as an Example

在当前公共管理改革的背景下，基层创新作为推动社会治理现代化尤其是城市治理的重要途径，受到了广泛关注。文章以萧山区“强社惠民”改革试点为例，通过分析其改革背景，将政策试点的模式分别总结为“红领聚能・协同共治”模式、“经社联动・协同善治”模式、“绿美提质・协同精治”模式，然后进行“强社惠民”政策试点机制分析，分别从问题导向、党建引领、集体经济、中心工作等方面探讨了政策试点在推进基层创新何以有效的原因，期望能为政策试点的进一步推广以及相似场域的城市治理提供有益借鉴。In the context of the current public management reform, grassroots innovation has received widespread attention as an important way to promote the modernization of social governance, especially urban governance. This paper takes Xiaoshan District’s “Strengthening Society and Benefiting the People” reform pilot as an example, analyzes its reform background, summarizes the policy pilot model as the model of collaborative governance between party building and community, the model of collaborative governance between collective economic development and community strengthening, and the model of collaborative governance between environmental enhancement and community strengthening, and then carries out the analysis of the mechanism of the “Strengthening Society and Benefiting the People” policy pilot. Then, we analyze the mechanism of the pilot policy of “Strengthening the Community and Benefiting the People” and discuss the reasons why the pilot policy is effective in promoting grassroots innovations from the aspects of problem orientation, party building leadership, collective economy, and central work, etc., hoping that it can provide useful references for the further promotion of the pilot policy as well as for urban governance in the similar field.
