CONCEPTUAL FOUNDATIONS OF UKRAINE'S ECONOMIC BREAKTHROUGH STRATEGY IN THE POST-WAR PERIOD

A comprehensive analysis of the consequences of full-scale war on Ukraine’s economic security has been conducted, outlining the main structural transformations of the national economy and identifying prospects for formulating an economic breakthrough strategy. The study examines macroeconomic imbalances exacerbated by the war, including the decline in industrial production, GDP contraction, the loss of a significant portion of production capacity, and critical dependence on external financial support. The impact of infrastructure destruction, human capital losses, and rising import dependency on the country’s economic resilience is highlighted. It has been established that the sharp decline in investment activity during wartime complicates the recovery of key industries, while increased volumes of international financial aid temporarily compensate for capital shortages. Key risks to economic development have been identified, including deepening budget deficits, rising public debt, and the limited capacity of domestic financial markets. Based on the analysis, the conceptual foundations of an economic breakthrough strategy are proposed, grounded in three key areas of analytical support: assessing pre-war potential, analyzing the consequences of war and preserved resources, and defining strategic priorities and tactical tools for rebuilding sectoral and regional economic systems. Emphasis is placed on the need to overcome systemic weaknesses, particularly through anti-corruption mechanisms, deoffshorization, improving the business environment, and fostering micro- and small business development. Recommendations for strengthening the domestic market include promoting innovative production, enhancing import substitution programs, and developing institutional mechanisms for public-private partnerships. The prospects of using digital technologies to optimize economic process management, improve financial flow monitoring, and increase transparency in economic activities are outlined. The research findings have practical implications for shaping proactive economic policies aimed at ensuring stability, accelerated growth, and Ukraine’s integration into global economic systems, as well as for designing post-war recovery programs focused on long-term development and strengthening the state’s economic security.
