Cost-Benefit Accounting for Pumped Storage Power Plants Under the Two-Pronged Tariff System
Pumped storage is the most mature technology, the best economy, the most large-scale development conditions of the power system green low-carbon clean and flexible regulation power. With the improvement of pumped storage power plant management system, the number of projects has increased dramatically, but the pumped storage power plant is still not connected with the market development. This paper constructs a cost accounting model and a benefit accounting model for pumped storage power plants under the two-part tariff system, and analyzes the economic benefits and return on capital under different operation modes based on the examples of pumped storage power plants, which is of great significance to support the reasonable recovery of the capacity cost of pumped storage power plants as well as to effectively avoid the investment risk of pumped storage power plants.
