Project Resource Management and Implementation of Affordable Housing Construction Projects in Mombasa County, Kenya.
Kenya's housing construction industry is encumbered by many challenges including building technology, planning and design, resource allocation, housing policies, and quality control. Overruns in scope, cost and schedule coupled with poor quality and scope creep have become more common over time. The main objective of this study is to examine the influence of project resource management on implementation of affordable housing construction projects in Mombasa County, Kenya. The specific objectives of the study are; to determine the influence of resource planning, to assess the influence of resource scheduling, to evaluate the influence of resource allocation and to examine the influence of resource tracking on implementation of affordable housing construction projects in Mombasa County, Kenya. The study was anchored by resource-based theory, theory of constraints, contingency theory and resource dependence theory. The first level target population of the study was six (6) affordable housing construction projects being undertaken in Mombasa County, while the second level was the accessible population made up of 30 specialist staff from the Housing department of Mombasa County, contracting firms’ staff and consultants working on the various housing projects. The research employed cross-sectional survey research design and proportionate stratified random sampling method was used to choose the study sample. Pilot study was carried out to check the reliability and validity of the research instrument, with results showing satisfactory returns from the various measures. Internal consistency of the instrument was measured using Cronbach’s coefficient alpha to test for reliability while expert opinion from practitioners in construction project management tested face and content validity; while KMO and Bartlett’s test were used in checking the construct validity of the questionnaire. Pilot data collection was undertaken using questionnaires and the obtained data was analyzed using statistical package for social sciences (SPSS) version 26 and presented in tables and graphs with clear interpretations based on the findings. In the final study, multiple linear regression analyses were done to give inferential statistics where F-test was undertaken to test the significance of the overall model and t-test gave the significance of each of the specific variables. The study established that resource planning, resource scheduling, resource allocation and resource tracking had a significant influence on implementation of affordable housing construction projects in Mombasa County, Kenya. This study recommends that project organizations must always match resources to tasks to ensure optimization of the same for better allocation to relevant sections of the project throughout the project lifecycle.
