Utilising the European foundation for quality management model to assess the impact of project implementation enablers on construction project performance

Improving project performance is a big issue for the construction industry. The relationships between construction project implementation enablers and construction project performance must be carefully considered and evaluated to ultimately enhance performance. However, very few studies have attempted to address this issue. The objective of this study is to assess the relationships between enablers (i.e. leadership, policy and strategy, people, partnerships and resources, and process) and project performance (i.e. short-term project performance and long-term project performance) based on the European Foundation for Quality model (EFQM). The SEM (structural equation modelling) was established to explore the relationships between the enablers and construction project performance. The results show that the model has seven structures (five construction project implementation enablers, short-term project performance, and long-term project performance) with 35 corresponding attributes. The results also show that leadership (LD) indirectly impacts processes (PR) through people (PE), policy and strategy (PO), partnerships, and resources (PA). The results of the study provide a deeper understanding of the relationships between the enabler. The study model can be combined with different methods to evaluate project performance. In practice, the CPP model helps stakeholders find ways to improve the relationships between the criteria, thereby improving construction performance.
