Bibliographic culture as a factor of public Internet safety

The author examines the problem of low bibliographic culture of the Internet resources as a symptom of spontaneous mass “safety dysfunction” of authors, publicators, and the audience. This is caused by the popular illusion of the Internet communication as supposedly unsafe environment of maximum opportunities and freedom in the circumstances of developing national Internet segments as the fragments of the transborder global network at the expense of digital sovereignty, to an even greater degree. Lacking reliable public instruments to verify personality of authors and publicators, as well as the institutionalofficial data, optionality of reliable bibliographic record of publication have made mass Internet users vulnerable against fraud, cheating, deceptive practices, falsifications of traditional values and political disinformation. Since 2014, and to an even greater degree since 2022, the imperious necessity urges to enhance state regulation of bibliographic records reliability for Internet-based resources, to build and develop appropriate mass culture, and thus to ensure the safety of public Internet communications. Abstract

The paper is prepared under the Government Order by the RF Ministry of Science and Higher Education “Fundamental studies of theoretical backgrounds of contemporary sociality (social physics 5.0) including advancing mathematical methods of cognitive mechanisms actualization and modelling social processes” (FSZZ-2024-0010), No. 1024062800006-5-2.2.3;1.2.1;5.4.1;1.7.1.
