Offshore Wind Power Transmission Planning Considering Extreme Weather Scenarios
The extreme weather caused by climate change has brought great challenges to the stable and efficient operation of offshore wind power systems. Offshore wind power shows a trend of clustering and large-scale development. Unreasonable offshore wind power integration planning will lead to a surge in project costs, imbalance between system supply and demand, and obstruction of wind power consumption. In this paper, a transmission planning (TP) method of offshore wind power cluster considering the extreme wind power generation scenario is proposed. A refined cost model of offshore wind power high-voltage alternating current (HVAC) transmission and high-voltage direct current (HVDC) transmission system is constructed. Considering the characteristics of extreme power generation scenarios, the transmission topology and capacity with the optimal economy and the minimum risk of supply and demand imbalance are planned. Numerical tests on the modified IEEE-30 node system are conducted to verify the effectiveness of the model.
