RESPONSIBILITY FOR ILLEGAL MIGRATION: PROBLEMS OF COMPENSATION FOR DAMAGE TO THE STATE
The article is devoted to the legal and economic aspects of illegal migration, its impact on national security and fiscal sustainability of the state. The study finds that the existing system of regulation does not provide effective compensation for the damage caused to the state. The authors propose to introduce subsidiary liability of beneficiaries of shadow schemes, to expand confiscation of property of criminals and to introduce judicial assessment of damage. For the first time the necessity of redistribution of sanctions in favor of the state budget and revision of mechanisms for revocation of illegally obtained citizenship is substantiated. It is concluded that it is necessary to strengthen control over fake marriages and forged documents, as well as to introduce strict liability measures for employers who attract illegal mi-grants. The results of the study are aimed at improving legislative and law enforcement mechanisms for combating illegal migration and minimizing its consequences for the country's economy.
