Linking Public Value and Theory of Change Perspective: Insights from KOICA's Project for Establishment of HRD of Digital Innovative MSMEs in Lao PDR
This article aims to analyze the ODA Project for the Establishment of HRD of Digital Innovative MSMEs in Lao PDR as a case study. Qualitative methods were used for analyzing the case to provide a detailed narrative through participatory observation and documentary reviews. This article adopts Moore's strategic triangle model to analyze whether and how project performance management can be designed from a public value perspective. Based on the perspective that activities and performance in ODA projects need to be managed with public value perspective and a theory of change approach, we discuss public value-based project management strategies for sustainable and cooperative ODA projects, emphasizing a local community-driven approach.
