The Implementation of the Humanitarian-Development Nexus
This article analyzes the implementation of the humanitarian-development nexus in a small island state exposed to natural hazards, Vanuatu. According to its proponents, the nexus should lead to increased efficiency and effectiveness in meeting people’s immediate needs, while reducing future risk. However, its implementation has been laborious. Thus, I ask: What are the obstacles that hinder the reconciliation between humanitarian and development aid, and how can they be overcome? Based on interviews, a literature review, press monitoring and observations, I argue that despite their links in practice, humanitarian aid and development still merely coexist due to a lack of political will, strong incentives weighing on donors and recipients, and path dependency. I also suggest ways forward.
