STRATEGIES FOR MANAGING EMPLOYEE EFFICIENCY AND PRODUCTIVITY IN THE CONTEXT OF CRISIS CHALLENGES AND MARTIAL LAW

The contemporary global and local crises, particularly armed conflicts, have profoundly altered approaches to human resource management, presenting businesses with new challenges and threats. In the context of martial law, traditional methods of motivation, performance evaluation, and productivity management need to be radically rethought, adapted, and implemented through crisis-resistant strategies. Instability, economic turmoil, psychological stress among workers, and resource constraints complicate the stable functioning of organizations, necessitating innovative solutions in human resource management. This study addresses the necessity of innovative approaches to labor organization, adaptation of corporate culture to extreme conditions, and the development of anti-crisis mechanisms to support employees. It emphasizes that a theoretical grounding, along with practical recommendations, will not only enhance personnel management effectiveness in critical situations but also contribute to strengthening the economic resilience of enterprises and preserving human capital in an era of global instability. The research draws upon a variety of academic contributions regarding crisis personnel management strategies, particularly during wartime and in highly unstable environments. Scholars such as Armstrong and Ulrich have explored strategic HR management models and highlighted the importance of HR’s role in transformation processes. Kaplan and Norton, along with Huselid, have focused on performance evaluation systems and human resource investments under unstable conditions. Furthermore, the psychological well-being of employees, addressed by researchers like Koch and Robertson, proves crucial for maintaining workforce productivity in such conditions. Despite substantial research, there remain unresolved issues, including the integration of crisis strategies into long-term personnel management models, the impact of new technologies on productivity under critical conditions, and the creation of comprehensive employee support systems in unstable times. These gaps underline the need for further research aimed at developing practical recommendations for effective personnel management in crisis and wartime environments.
