ECONOMIC ASSESSMENT OF DAMAGE FROM UNAUTHORIZED DUMPS AND WASTE ON FOREST FUND LANDS

The article considers the issues of waste generation in the Russian Federation, including in comparison with the EU countries. An assessment of the production and consumption waste management system at the regional level is presented, and the structure of waste generation is considered. It is shown that the formation of unauthorized landfills causes serious damage, especially if the landfills are formed in natural ecosystems - forests. It is indicated that the Volga Federal District has accumulated the largest number of unauthorized landfills formed by Federal Districts in 2023. A methodological approach to the assessment of unauthorized landfills formed in forests on forest fund lands is given, and the costs required for their elimination are calculated. It has been established that in order to eliminate the accumulated damage to forest ecosystems of the federal districts, it is necessary to attract at least 3.3 billion rubles. The number and rate of formation of unauthorized landfills in the forest fund can be reduced by environmentally soundly choosing the locations of new landfills and monitoring the landfills in operation. Along with increasing the social responsibility of the population and awareness of the impact of waste on the environment and human health, it is necessary to amend the current forestry legislation in terms of tightening measures aimed at identifying violators and compensating for the damage they cause.
