SYSTEMATIC APPROACH TO MONITORING THE IMPLEMENTATION OF AN INVESTMENT PROJECT

The article considers approaches to the formation of a system for controlling the implementation of an investment project. The essence of the control function and its differences from monitoring are studied. The author compares the tasks of monitoring and control from the point of view of the purpose and areas of activity. Based on the results of the study of theoretical sources, it is proposed to carry out control of the project implementation in stages: planning control indicators; measuring actual indicators; comparing planned and actual parameters of project work implementation; analysing identified deviations and their causes; informing stakeholders about the results of control; developing measures to minimize deviations. The meaning and direction of control over the areas of project management are determined. The essence of the concept of “project control system” is determined and its elements are characterized. It is proposed to consider the following elements within the formation of a project control system – goal, objectives, subject, elements, relationships, principles of construction, properties, control tools. The purpose of the project control system is to provide information necessary to understand the effectiveness of project implementation and the need to correct the situation. The task is to compare the actual project parameters with the planned ones, identify deviations and determine their causes, develop measures to overcome the causes of deviations, agree on and implement the necessary changes to the project, inform stakeholders. The subject of control includes control of volume, time, costs, quality, human resources, communications, risks, procurement and project integration. The elements of the system are divided into technical, technological, organizational, social, and the connections are divided into direct and reverse. The principles of building a control system include accuracy, timeliness, completeness of information, ensuring the unity of information for all project participants, and the properties include purposefulness, hierarchy, rigidity, adaptability. Abstract

Kanban, Gantt chart, calendar, status and meeting management, control accounting of all actions through the corporate CRM system, KPI, reporting system.
