Improving and Optimizing Business Environment: International Experience, Fundamental Requirements, and Policy Recommendations

营商环境是一项内容广泛的综合系统，涉及政务、法治、市场、生态和人文等方面，是衡量一个国家或地区经济发展与社会进步的重要指标。改革开放以来，我国营商环境建设取得了显著的成绩，但依然存在一些痛点、难点、堵点，可以借鉴域外经济体在简化注册流程、强化法治保障、推行电子政务和完善税收制度等方面的经验，遵循推进现代化建设、促进社会公平、理顺政商关系等基本要求，在完善法规制度与标准体系、加强行业自律、深化放管服改革、强化司法救济、引入第三方评价等方面进一步推动营商环境的提质优化。Business environment is a comprehensive system with a wide range of contents, involving government affairs, rule of law, market, ecology and humanities, and is an important indicator to measure the economic development and social progress of a country or region. Since the reform and opening up, China has made remarkable achievements in the governance of the business environment, but there are still some pain points, difficulties and blocking points. We can learn from the experience of foreign economies in simplifying the registration process, strengthening the legal protection, implementing e-government and improving the tax system, and follow the basic requirements of promoting modernization, promoting social equity and rationalizing the relationship between government and business. Further promote the improvement and optimization of the business environment in the aspects of improving regulations, systems and standards, strengthening industry self-discipline, deepening the reform of regulatory services, strengthening judicial relief, and introducing third-party evaluation.
