Political and legal foundations of education management: problems and effective methods

The need to analyze the problems and effective methods of political and legal foundations of education management is associated with the fact that this process is a whole system of relations that arise between the state and the individual, the state and an educational institution of higher education, between a teacher and students. Education is a targeted process of obtaining fundamental and applied knowledge by a specific individual or a whole group of them, which is impossible to imagine without a well-established system of educational process management. Education management is a complex process of influence of the managing entity on the managed one. An important feature is the direct participation of the state in this, since it forms both the political and legal foundations for the implementation of tasks of a national scale. This occurs through the adoption of regulatory documents at the level of the Government of the Russian Federation. Political and legal foundations of education management are a subsystem of the management process, which has its own internal organizational structure. It is endowed with a number of features associated with the state structure, which determines three managed levels of the educational sphere: federal, regional and municipal. Thus, the study of the problems and the most effective methods of political and legal foundations of education management will allow us to determine the most important and promising areas of progressive development of the higher education system in our country. This will allow us to build a policy of education quality and state educational policy, which are defined by the Constitution of the Russian Federation and the Federal Law «About Education in the Russian Federation».
