Key Elements of the System of Anti-Corruption Criminological Security’s Theory

Nowadays, the theoretical, practical and methodological basis of counteracting publicly dangerous forms of corruption is represented by the concept of “counteraction to crimes of corruption”. The vector of this “counteraction” is, however, directed only at the source of the threat itself — the crimes of corruption. Due to this, an important area of protecting the system-forming objects against the threats of corruption and the sources of danger remains outside the scope of corruption counteraction. The theory of anticorruption criminological security could act as a prospective research platform for bridging such significant gaps in ensuring the security of the individual, the society and the state against the corruption-related infringements. The ideological basis of this theory is formed by the scientific cognition of the interaction between the objects of anticorruption criminological security, the threats of corruption, and the sources of danger (anticorruption criminological security), as well as a search for a balanced combination of the security and protection of the objects of anticorruption criminological security and counteraction to the threats of corruption and the sources of danger (provision of anticorruption criminological security), in which the individual, the society and the state could develop sustainably while co-existing with the manifestations of corruption. Anticorruption criminological security is a new ideal object of scientific cognition which organically unites the achievements of the theory of security, the theory of national security, the theory of crime prevention, victimology, the theoretical basis of counteracting corruption and other research areas. The depth of the contents of anti-corruption criminological security makes it possible to model its systemic features. The current article is the first attempt to single out and describe the key element of the system of anti-corruption criminological security’s theory.
